A recent study estimated that 19,000 students are placed on out-of-school suspension every day.Research also shows that frequent suspensions are directly linked to poor academic performance and disengagement from school. To confront these issues, Henrico Schools underwent a major shift in philosophy concerning exclusionary practices & student discipline. In this informative 90-minute webinar, educators will hear how Henrico Schools transitioned from a traditional, punitive approach regarding inappropriate student behavior to an instructional, disciplined approach. Dr. Noel will share lessons learned and best practices for addressing disparity in student discipline, and implementing proactive measures to change student behavior.
From his time as an alternative education teacher, social studies teacher, coach, assistant principal, and now director, Dr. Noel will share candid professional & personal experiences that have taught him How to Reach the (sometimes) Hard-to-Reach.

Dr. William Noel, Sr.
The two most important days of your life are the day you were born, and the day you find out WHY. This quote by Mark Twain perfectly captures Dr. William Noel, Sr.s personal calling and dedication to working with students. That higher calling and dedication is WHY Dr. Noel remains committed to being an influential role model for all students, but especially for the (sometimes) hard-to-reach students.
As Director of the Student Support & Disciplinary Review Office with Henrico County Public Schools, Dr. Noel emphasizes the importance of connecting with ’hard-to-reach students by establishing genuine relationships and being transparent & honest. He will be the first person to debate that knowing WHO we teach may be more important than WHAT we teach.
After graduating from the University of Virginia, Dr. Noel began his 25-year journey in education as substitute teacher, then alternative education teacher, social studies teacher, coach and assistant principal. After earning his Ed.D. in Leadership from Virginia Commonwealth University, he joined Henrico Schools in his current position.When asked by a colleague if he was going to miss teaching after he transitioned to administration, Dr. Noel said, I will always be a teacher just no longer from a classroom.
